Separate issues: Claritin (loratadine) is a reasonable anti-histamine and can be of assistance in attenuating your runny nose. It will have no effect on the dark circles around your eyes which is sometimes genetic but may have other causes. If the nose problem persists, see an otolaryngologist. An oculoplastic surgeon can deal with the dark circles.
