CPAP not calibrated?: If his energy is low, he may not be getting sufficient oxygen and his sleep patterns are not allowing for him to get the restorative sleep that he needs. He should get the pressure checked on his cpap. If CPAP continues to fail him, talk to a certified dentist that treats sleep apnea with an oral appliance. You can find one at aadsm.Org.

Is CPAP working well: There are many reasons for low energy, but one is poor sleep quality. Your husband should have a sleep study performed with the CPAP mask attached to see if he is getting a good fit and sufficient oxygen during sleep. If so, then pursue other causes of fatigue. Does he grind or clench his teeth during sleep? I suspect this is what is causing his temple to be swollen. Go see his doctor to sort out.
