Burning ankle: This could be many things from ankle arthritis, tendon issues, nerve issues, etc. If really bothersome, you should see a foot and ankle surgeon.

Not necessarily: Arthritis is usually a problem associated with bone. Cartiledge can be worn away. It can also be a problem with joints, so that one can have joint inflammation. Burning is more often associated with a nerve problem.
