Possibly.: If you have a boil, and the surrounding skin is swollen, you probably need to have it drained, cultured, and treated with an antibiotic. See your doctor asap, because you want to avoid the possibility of permanent damage to your foot or leg.

Yes: The swelling you have is reaction from the surrounding tissues which normal reaction, if you ignore the treatment for this problem your foot could get infected.

Ankle: If just superficial, it's likely cellulitis. Deeper issues may be lymph edema, deeper infection, or septic joint.
