Sort of: Some of the activity of the doctor can be seen, although the vision is pretty blurry.

No: When laser vision correction is performed, there are many bright lights that the patient see through the eye receiving treatment. These help the surgeon view the eye and help the laser track the eye. There is also typically a fixation light for the patient. The patient may detect shadows while the surgeon is working, but is typically not able to see the actual instruments used.
