Yes: Acute and chronic alcoholism affect brain function. Chronic alcoholism may cause dementia. Acute alcoholism may cause delirium, memory lapses or amnesia. The old saying that every single drink of alcoholic drinks kills brain cells is not literarily truth but other changes in the synapsis of neurons do occur.

Yes, it can: If alcohol poisoning is severe, breathing slows down and the brain does not get enough oxygen. Alcohol itself in very large doses is toxic to the brain and other nerve tissue. In very severe cases of poisoning, the heart also slows down and full cardiopulmonary arrest can occur, which can result in permanent and severe brain damage, or in death.
