Not sure it will: If creams all worked for phimosis there would be no surgery. I would consult a urologist.

steroids may work: Betamathasone cream three timed a day for one month under a urologist supervision, may loosen the tight foreskin , it can be extended for 2 more months , but again you should see a urologist.
