Many women do not have hemorrhoids until after pregnancy due to the baby putting pressure on the veins in the pelvis leading to the hemorrhoids. The piece of skin is a sign that you had a hemorrhoid in the past that stretched the perianal skin. The hemorrhoid resolved, but left the stretched skin.
