Hi, can a ear be restored if the eardrum is perforated for a substantial amount of time.?

Yes: But it depends on the size, reason for, and location o the perforation. Also the possibility that one of the hearing bones might "dislocated" or eroded needs to be evaluated. This can be determined by a thorough ear exam and a hearing test.
