Possibly: This is a problem that requires a face-to-face meeting with his doctor. In that meeting, his doctor will listen to you, perform a throrough examination and possibly order labs or other tests. Based on this information, he/she will be able to tell him what's wrong and what to do about it.

Yes: Being shot in a head usually does not cause a brain tumor, but if he had a brain tumor he can have a recurrence, or the symptoms may be due to other conditions like stroke, or clogged arteries. If he faints and have altered mental status take him to er as soon as possible he needs some testing and treatment.
