Not at all: A normal MRI of brain only suggests that no lesions of ms can be seen on that image, and does not exclude ms lesions over the spinal cord. Early on, the MRI of brain may be normal in some milder ms cases. Spinal fluid studies might add to confirmation, but in the end, the diagnosis is based on clinical history and exam, and both MRI and spinal fluid can support the clinical impression.
