No: A "lot" of pain can result from 2 conditions. First, your physiological makeup, or variations in nerve positions may resist dental anesthetics. Secondly, the skill and judgment of the dentist is obviously in play.

No: Local anesthesia brought dentistry out of the dark ages and allows dentists to remove infections and decay with zero pain. Where the problem can occur is with lack of proper anesthesia. If you have high dental anxiety it may prevent full anesthesia, and sedation would be the best way to achieve comfortable dental visits.
