Cold sore??: If this is a cold sore ( layman term) it is a herpetic lesion. Usually you will get a prod tonal sign, tingling or such. At first sign you can take a systemic medication or apply an external paste multiple times a day.

Laser therapy: If its a blister from a herpes blister, there is a procedure to accelerate healing and relieve pain using a laser. The swelling of the lip is related to the inflammation of the tissues around the lesion. You can try ice and Benadryl (diphenhydramine) but usually the blister has to run its course and will heal in several days to 2 weeks.
