Is it normal to have a nosebleed while throwing up?

Not common, but ok: Throwing up is a somewhat violent reaction and puts a lot of strain on the upper body. If there is a weak vessel in the nose, it can rupture due to the force of the vomiting. Usually the bleeding isn't severe. Pinch the nose for 10-15 minutes and it usually stops. Go see an otolaryngologist if your child's nosebleed recurrs.

Reverse: Tilting your head backwards or lying down will make the blood flow down the back of your throat and lead to nausea and vomiting. Alternatively if blood pressure increases markedly with severe vomiting, nosebleed can occur.
