Eczema?: I'm not sure what "white line type things" are, but the first thing that comes to mind for a rash with a scaly that itches is eczema, followed by an allergic or irritant reaction to something you applied to the area, or a detergent or fabric softener. Try otc Hydrocortisone cream, and if that doesn't work you'll need to see a dermatologist for a more precise diagnosis.
