See below: Soak in warm water with epsom salt, apply antiseptic and band aid.

Take pressure off: I don't generally recommend popping blisters, especially on feet, due to risk of infection. If it's due to friction, buy one of those little foam "donuts" (one brand is moleskin) to put around it and take the pressure off. If it's not due to friction, see a dermatologist or podiatrist to determine what is causing it.
