Water: The under 3yo crowd can not be relied on to use a mouthwash properly. They can mimic what you do but don't quite understand that it needs to be spit completely out.Common mouthwash additives like alcohol or Fluoride should not be ingested in kids. I see no reason to use anything other than water. It can have a positive effect without the toxicity.

No Rinse and Spit: Children under the age of three are more likely to swallow mouthwash then under stand to rinse and spit it out. If you use one, make sure it is alcohol free!
