No: Sleep apnea is caused by collapse of upper airway when you are asleep. Some people with sleep apnea shows high hemoglobin (thicker blood) or high co2. If oxygen runs low while patient is awake, this is due to cardiac, pulmonary or chest wall issues.

Not usually: Sleep apnea causes a decreased blood oxygen level during period of the actual apnea. It usually does not carry over to the waking hours of the day. Consult your physician and ask him if you do have decreased oxygen levels during the day and perhaps look for cardiac or lung problems.
