Cyst: Assuming the bump is painful, it is likely a cyst which is a fluid filled bump below the skin. It could also be an early abcess, which is an infected collection of pus below the skin, like a pimple but more painful and larger. Either can be a consequence of shaving in the genital region. Don't squeeze or pop it! i recommend seeing your doctor asap to see if it needs to be drained.
