Topical creams: If the scars are not infected, there are a a lot of over the counter topical creams that can be used. The redness may indicate an underlying infection , so have a md check that first before applying anything to the area.

See your doctor: Painful, red scars over a year old are not infected; they sound hypertrophic which is similar to but not as bad as keloids. Symptomatic hypertrophic scars can be injected with cortisone to lessen the pain/itching. Gel sheeting can also help flatten and sooth them and some lasers may help with redness. Rarely do we use surgery because that may set you back another year.
