Nope: The o blood type is recessive; if either parent has an a or b gene, that's the blood type they will have. Two type o parents can only have a type o baby.

Yes: Two blood group o parents can have a, or b but not ab child. If one of the parents appears to be blood group o but has a rare blood group called bombay phenotype, they can have a baby with a or b blood group.
