Cervical spinal cord: The most likely anatomical location for your symptoms is the cervical spinal cord. If MRI of the cervical spine has not been done, this should be the next step to make sure there is no mechanical cause such as cervical spinal canal stenosis or intrinsic problem e.g. Syrinx, tumor etc.

Transient : Symptoms of the sort you experience could be associated with hyperventilation, peripheral nerve issues, periodic spinal cord compression, (even unusual lhermitte's like phenomenon, in ms), medication side effects (e.g., topirimate); and even unusual auras for migraine (if you have headaches). Discuss more fully with your doctor and pin down.
