Try Pacifier: Try letting him suck a pacifier. If content he is not hungry, but just needs sucking time. And yes, I am aware of the issues with pacifiers.The breast should not be the pacifier.If not satisfied, he may still be hungry, discuss options with the pediatrician.

Not enough milk/or n: He may not be getting enough milk.But if you feel you have good flow of milk than it should be of no concern, and you do not have to worry if he is getting enough milk.

Don't be a pacifier: He seems to be trying to use you as a human pacifier. An infant can get 90% of the available milk while nursing 10-15 minutes per side. If your baby is gaining weight well, then i would limit his feeding times to that. If he is then fussy and searching with his mouth he is just looking for oral comfort. It is okay to offer a pacifier, or other healthy oral toy for him. Best of luck.

Insufficient milk: Possibly there is insufficient availability of milk consider checking that through your obstetrician or supplement it with formula.
