How much effort is requred for rehabbing a broken neck?

Depends: If you have an injury that requires no surgery, usually one is placed in a neck brace, much like a cast, so the fracture would start healing. Once, there is no concern of possible instability and pain allows to participate in physical therapy, the latter should start. Have your physician prescribe it for you once he/she feels appropriate.

Depends on neuro: Neutologic injury any where from quad to normal the neck will heal in time if stable really need more info type of frx at what level surgery or no.
