Rhoto hydra : Rhoto hydra is commercial preparation , containing hydroprpyl methycellulose, a component of most eyelubricants. Directly answering the question: yes if the cause of redness is a dry eye or insufficient tear production. Even so, a proper diagnosis needs to be made. See your ophthamologist. There are other more appropriate medications for the dry eye patient.

Depends: Red eye has many many causes, to treat it, you need to find out why its red. Gel mask probably wouldn't be the answer for any of the causes though.
