Depends: Many hand injuries can have a 100% recovery, but it all depends on the severity and the actual diagnosis. Often times, it may take some time, even over a year, for the hand to recover.

Close to it: Scars are permanent and unlike lizards we are incapable of regeneration (they may be able to regrow a tail but we cannot regrow an extremity). However it is possible to get near complete return of function under ideal circumstances. Time get ally helps.

It depends: Many hand injuries can be treated and rehabilitated completely, 100%. Unfortunately there are some injuries that result in permanent deformity and/or functional impairment. They key is to seek treatment immediately after injury for the best possible result.
