Doubtful: I don't believe plantar fasciitis would cause the top of your foot to swell. I would recommend a podiatry evaluation to rule out other causes of foot pain.

Plantar fasciitis: Plantar fasciitis occurs plantarly on the foot. This means the bottom. Dorsal problems may be due to inflation of the dorsal tendons such as the anterior tibialis or thr extensor tendons.
