It may: By having your lingual frenum cut, this will free up the tongue to make it more mobile. This should allow you to make sounds better, which should improve your singing. You will be able to make more sounds more naturally, which should improve the quality of your singing.

Unlikely: It is rare the lingual frenum to be so tight that it would effect speech (or singing). If frenectomy was recommended you should get a second opinion to be sure.
