A few things : It could be that you have gum disease in that area or a bad tooth. A tooth with a cavity usually is characterized as a pulsating pain. Have a dentist evaluate the teeth in this area and the gums.

Pulsating Gingiva: You may very well have an infection, either from a non-vital tooth or periodontal defect. Please see a local dentist for a proper diagnosis and treatment.
