3 weeks: In general the fractured pieces stick together (like glue hardening) by 3 weeks to the point that daily use is possible, though sore. Generally splinting for 3 weeks is enough time for a soft connection to hold the bone in one piece, thus allowing recovery of range of motion, strengthening and working with the injury to take place. Each fracture is different, so check with your hand surgeon.

Partially heal?: I'm not sure what you are asking. A fracture can take 4 - 8 weeks to heal depending on your age and health status.
