LASIK surgery: Lasik is one of the safest most common elective surgeries performed. There are risks of infection, corneal scarring, dry eye, glare/haloes, decreased vision, ectasia, and need for touchup to consider though.

LASIK vs LASEK : Lasek is safer than lasik for people with high prescriptions, thin corneas, dry eyes, irregular astigmatism, night glare, or those who play contact sports or martial arts.

Depends: The person needs to a great candidate for the surgery to avoid problems. This needs to be assessed by the ophthalmologist who does lasik surgery. If the person is a good candidates then its safe and effective. There are some risk and complications like any other surgeries but lasik is over all safer procedure.
