Not related: Low back pain after neck surgery is likely not related to the surgery itself.

Depends: Generally the cervical fusion does not cause low back pain, but it is not uncommon to see patients with neck pain requiring surgery to also have concurrent low back pain or pathology. If the back pain does not improve, consider getting it evaluated.
