It could: Symbicort (budesonide and formoterol) is a steroidal inhaler to help with inflammation in the lungs, but can cause some irritation as it is an inhaled powder. That irritation can manifest as cough. But the reduction in lung inflammation will help in the longer run.

It may not ...: I assume you are coughing because of asthma? Symbicort (budesonide and formoterol) has two medicines--budesonide (steroid) and formoterol (long acting beta-agonist) and has a relatively rapid onset of action--in about 5 minutes. But these meds may not work for some people. If you are coughing more on it, it likely will not help you and thus should consult doc for re-eval and possible change of treatment. Good luck.
