Surgery still likely: The flipped meniscus and not the 'partial' acl tear may actually be the injury that warrants arthroscopy sooner than later if the tear is symptomatic. Your ortho surgeon will help you decide. If the meniscus tear becomes or is asymptomatic, then surgery can be avoided assuming you have no complaints of instability after physical therapy from partial acl tear. Possibly surgery: If the meniscus is causing knee locking and/or your knee is now unstable during pivoting activities, you may need surgery.

Lots of options: Sometimes it can be as easy as leaving it alone and doing some exercises to help the knee joint unload. Other times it might involve surgery. I would see an orthopedic surgeon to assess your status. There have been some recent advances in the stem cell therapy that might be helpful in healing the tear rather than cutting it out in surgery.
