Allergic shiners: The dark circles are the result of dilated small veins in the lower eyelids. It is a well-known symptoms of poorly controlled allergy. Cold compresses may help, but the most important thing is to control your nasal allergy symptoms with medication or desensitization therapy (allergy shots).
