Unlikely: The upper neck facets can give referred pain to the head, but I have not seen facial pain or a swollen eye related to them.

It is possible: and it has been documented in many research papers, that neck spondylosis, bulging discs or stenosis can cause facial pain, pain behind the eye, tingling or numbness along with neck pain. See a pain management specialist for evaluation and management.
