How many times a day should a mom brush a toddler's teeth?

At least twice: I recommend brushing your child's teeth at least twice daily for two minutes. As they get used to having this, allow them to do part of the brushing, then go back and help them with what they may have missed. This gets them involved with their own care and lets you supervise until better hand motor skills develop!

2-3 times daily: For toddlers use a small soft bristle toothbrush with non-fluoridated toothpaste. Since they may not let you do a complete job each time, start in a different part of the mouth each time you brush so all your spots overlap at least one every 2 days. Since toddler's snack frequently brush 2-3 times daily.
