My daughter is 17 months old. she did not gain any weight or height in the last 4 months. she is eating fine and is very active, so there are no other signs. what could be the problem?

Nothing: At that age, children don't gain weight and height as much as during the first 6 months of age, so you don't really have to measure her that often. So you can wait until your 18 month visit with the pediatrician and he/she will show you the growth curve that will demonstrate that she is doing fine.
