Diplopia, high BP: Yes hypertension can cause double vision ( diplopia). This is due to an ischemic event in the brain stem as a consequence of the high blood pressure.

Diplopia: Elevated blood pressure can cause disturbances in vision and potentially diplopia. Many other issues can cause diplopia more commonly so i would recommend seeing an eye doctor for further evaluation.

Can happen: Double vision most often due, if comes and goes, to a dry year film. If more persistent: cataract; ocular muscle nerve damage which can be due to high blood pressure. Have patient see eyeMD for full evaluation.
