No: There are two common reasons for flashes in the vision: migraines and vitreous detachments. If you have flashes in the vision, especially in just one eye, you need to see an ophthalmologist soon.

Yes: Hypertensive episodes can cause flashes in the peripherial vision. Prolonged hypertension can lead to hypertensive retinopathy and progressive loss of vision if left untreated.

Yes but possibly: Yes, it can, but that is unlikely. Usually it's something else. Best to get checked out but an ophthalmologist. Also, you should have a blood pressure machine at home so you can check your blood pressure when you develop these episodes. Good luck and feel better.
