Undescended ttestes: Yes and the sooner the testes are brought down into the scrotal sac, the better the chances of the testes regaining normal function. The reason the testicles move down is because they function better in temperatures cooler than the body.

Yes: It is something to worry about, since they should be descended by that age, in grown up man with undescended testicles there is higher incidents of testicular cancer, and almost always problem with sterility. Get a second opinion, if they are really non descended he needs surgery asap.
