Does it itch?: If so, it may be an allergy to nickel in her pants fastener or belt buckle. It could also be from local irritation - has she been picking at it or trying to clean it? Try some topical antibiotic (or steroid like Hydrocortisone if itchy) and see how it looks in a day or 2.
