Yes: Infants will fixate on a face soon after birth. The " en face" position of breast-feeding provides a perfect (~12") distance for being able to see mom's face. Steady fixation & following of a small target at close range typically develops by 3 months in a baby born at term. A 5-fold improvement in visual acuity should occur in the first 6 months, with continued improvement till age 6 years.

Yes, but very blurry: Estimated visual acuity in newborn is 20/400. Newborn infants regard for mothers' face, especially during feeding.
