See a dentist: Bad breath can come from different sources. You should see a dentist to rule out any infections, gum problems or tongue issues. Assuming you don't have those, see an ent. Sometimes bad breath can come from tonsils, sinuses, or stomach.

Can be non dental: There are many non dental causes of bad breath. Diet postnasal drip. And gerd for instance. In more serious cases, bad breath may be a symptom of health problems such as respiratory infection, gastroesophageal reflux, uncontrolled diabetes, or kidney failure. See a dentist first to see if the cause is a dental one that listerine is not treating.

Gum infection: It could be that you have an undiagnosed gum infection. If you are not seeing your dentist for a cleaning and check up at least yearly, tarter can build up on the tooth sirfaces below the gums. These infections have a very bad smell. Also, dental decay (cavities) can have a bad oder.

Vist your MD or DMD: If you brush with your stated frequency, consider that you may have an issue with your brushing technique which your dentist should be able to help you with, you may need to visit your dentist to rule out gum or tooth disease, both may give you halitosis aka "bad breath". Visit a physician to rule out the possibility of a systemic concern as this too may cause bad breath.
