Not common: Melatonin is a naturally secreted hormone from our pineal gland in the brain. Everyone makes melatonin, but not everyone lucid dreams. Rem sleep is commonly the period where vivid, technicolor dreams occur and where lucid dreams typically occur. Rem sleep is promoted by the anticholinergic system. Melatonin is not a common inducer of lucid dreams but you can certainly train yourself.

Melatonin: There should not be any effect on the metabolism by melatonin. Trying to affect your metabolism with supplements is not very likely. The best way to affect the metabolism is to not skip meals and eat a healthy balanced diet, get enough sleep and regular exercise.

Over the counter: It is over the counter. Rozerem, (ramelteon) a prescription sleep med works on melatonin receptors, but it is not melatonin.
