Time to call 911?: "hard to breathe" and "chest pain" mean it is an emergency. One should call 911 for an ambulance, and not try to drive to the er. The ambulance can provide oxygen and monitoring on the way to the er. The doctors will rule out heart attack symptoms and pneumothorax (collapsed lung). If it turns out to be rib cartilage pains (costochondritis) or heartburn (gastric reflux), that can be treated too.
