Yes for sure: Most fracture in the forearm cause wrist pain some little and some time a lot, because the bones are connecting together. There are fractures in the forearm could cause dislocation of one of the bone of the wrist. If you in the question the arm bone(hummerus) I do not think so.

Wrist Pain: Quite definitely. The same trauma that caused the fracture i.E if a fall to an outstretched hand , can cause hand/wrist injury as well. Besides which, in the forearm the wrist and elbow are part of an integrated construct i.E you injure one part you stress the rest of the unit.
