It is not unusual : For pain to move when injured as we tend to compensate and shift weight from the injured location and in so doing strain another anatomical region. Having said that - something is wrong so go have it checked out.

Ankle edema: If your ankle is swollen for four weeks, you should be seen by a podiatrist who will exam you, take x-rays, order blood tests and evaluate your condition. The pain moving from the inside of an ankle to the heel then up the leg sounds like a possible nerve entrapment.
