Tear duct: You might be experiencing an inflammation or infection of your tear duct which is called dacrocystitis. If you don't have any sinus symptoms this a very likely diagnosis. An opthomalagist or ENT visit might be worthwhile.

Nasalacrimal duct ob: No not likely sinus problems but more likely a partial or full obstruction of the tear drainage system into your nose. This bump you feel may be the site of obstruction which is painful and may cause excessive tearing or stickiness in the tears. This should be evaluated for treatment.
