Some can, some can't: At your age it is much better to see a gyn doc because anyone should be able to do a pap, but a good gyn could find other problems( hopefully you are fine) that a family doc could miss, like an std or an ovarian cysts , and the gyn can take care of it, your family doc wouild have to refer you if anything is abnormal, let your family doc take care of everything else, let your gyn do the pap.

Yes: Like anything, obtaining an adequate pap smear takes practice. Obgyn's tend receive more practice, but an experienced and careful family physician should be able to obtain material for a pap smear that is just as adequate and of high quality.
